Debtor-Turned-Runner Arrested

Police have arrested a 30-year-old man this morning for his suspected involvement in loansharking activities.

On 22 February 2010 at about 8.30am, through follow-up investigations, officers from Ang Mo Kio Police Division arrested the suspect at his residence at Jalan Teck Whye. Bank books, ATM cards, SIM cards, bank transaction receipts and a mobile phone containing suspected debtors’ records were also seized as case exhibits. Preliminary investigations revealed that the suspect is believed to be a debtor-turned-runner who had assisted the loansharks by verifying debtors’ particulars, carrying out bank transfers, issuing loans and collecting loan repayments.

The suspect will be charged in Court on 23 February 2010 for the offence of assisting in the business of an unlicensed moneylender under the Moneylenders’ Act 2008.

First-time offenders found guilty of assisting an unlicensed moneylender to carry out his business could be fined not less than $20,000 and not more than $200,000 or imprisoned for a term not exceeding two years or both. Under the amended Moneylenders’ Act 2008 which came into effect on 11 February 2010, first-time offenders found guilty of the same offence could be fined not less than $30,000 and not more than $300,000, with a mandatory imprisonment term of up to four years and mandatory caning of up to six strokes.

Trio Arrested for Theft from Vehicle

Police have arrested three men, aged between 21 to 24 years old, for their suspected involvement in a series of theft from vehicle cases in the Yishun housing estate.

On 22 February 2010 at about 3.50am, Police were alerted to a case where three unknown men were behaving suspiciously at a Yishun Street 21 carpark. Officers from Ang Mo Kio Police Division responded immediately and spotted the three suspects trying to open the door of a vehicle at the said carpark. The three suspects were placed under arrest and a total of 13 cash cards, an Autopass card and a duplicate vehicle key, were also seized from the suspects’ possession. Preliminary investigations revealed that the suspects were believed to be involved in a series of theft from vehicle cases in the Yishun housing estate.

The suspects will be charged in Court on 23 February 2010 for the offence of Theft from Vehicle with Common Intention under Section 379 read with Section 34 of the Penal Code Chapter 224, which carries a maximum jail term of three years imprisonment, or with fine or both.

Acting Commander of Ang Mo Kio Police Division, Superintendent of Police Manimaran Pushpanatan commended his officers for their prompt action which resulted in the arrest of the suspects. He also urged members of public to safeguard their vehicle against theft by adopting the following crime prevention measures:

- Park the vehicle in well-lit areas;

- Install an anti-theft alarm and secure the vehicle with additional locks where possible; and

- Be wary of suspicious characters loitering in carparks

Police Sleuths Track Down Robbers Despite Having Few Leads To Work On

Police have arrested two men, aged 19 and 32, who were involved in a case of robbery with hurt committed at Banda Street on 10 January 2010.

On 10 January 2010 at about 12.24 am, police were informed that a man had been attacked and robbed at Banda Street. Investigations revealed that earlier at 12.22 am, a 38 year-old man was making a cash withdrawal at an ATM Machine at Blk 5 Banda Street when 2 unknown men suddenly appeared and attacked him. The suspects relieved the victim of his wallet which contained credit cards and cash amounting to $150 when he fell to the ground. The 2 suspects then fled on a motorcycle. As a result of the attack, the victim sustained injuries to his head and neck was conveyed to hospital for treatment.

Although there was little to work on, as neither the victim nor the witness could not provide a good description of the suspect or the registration plate number of the suspects’ motorcycle, officers from Central Police Division were not deterred. Through extensive ground enquiries and investigative follow-up, the officers managed to establish the identity of one of the suspects. On 9 February at about 10.00 pm the first suspect was traced and arrested in Pasir Panjang. Following this, his accomplice was arrested on 11 February 2010 at 9.15 am at Edgedale Plains.

The two suspects will be charged in Court No 26 on 12 February 2010 for an offence of Robbery with Hurt under Section 394 of the Penal Code. Any person convicted of this offence faces an imprisonment term of not less than 5 years and not more than 20 years and shall also be liable with caning with not less than 12 strokes of the cane.

Commander of Central Police Division HQ, Deputy Assistance Commissioner Lau Peet Meng, commended his officers and their colleagues who were involved in the investigations for their perseverance and good investigative work.

Traffic and Security Arrangements for Chingay Parade 2010

The Chingay Parade Singapore 2010 will take place on Friday, 19 February 2010 from 8.30 pm to 10.30 pm and on Saturday, 20 February 2010 from 8 pm to 10.00 pm. This will be followed by an all-night party on 20 February 2010 from 10.15 pm to 4 am the following day. The event is expected to draw a crowd of 65,000 people on each day.

TRAFFIC ARRANGEMENTS

To facilitate the traffic arrangements for the event, the following roads will be closed to vehicular traffic during the stipulated duration:

Republic Boulevard (between Republic Avenue and Raffles Boulevard)
Raffles Avenue (between Raffles Boulevard and Temasek Avenue)
19 Feb and 20 Feb 2010, from 6 pm to 12 midnight

Motorists are advised to avoid the affected area, including all peripheral roads leading to the area. Auxiliary Police officers will be deployed at all affected road junctions to regulate traffic and assist motorists.

Parking restriction along the peripheral roads will be strictly enforced. Vehicles found parking and causing obstruction will be towed away.

SBS and SMRT buses serving the affected roads will be diverted during the road closures.

SAFETY AND SECURITY ARRANGEMENTS

Due to the anticipated crowds, measures such as barricades and signages have been set up in the Marina Bay area. Members of the public are advised to co-operate with and follow the instructions of the Police, Auxiliary Police Officers and Marshals. They are also advised be prepared for inclement weather.

Members of the public are advised to be vigilant and look after their belongings, especially when they are in crowded places. For security and safety reasons, bags and personal items may be subjected to checks by the Police and Auxiliary Police Officers. Members of the public are advised to co-operate with the Police and Auxiliary Police Officers should any checks be conducted. They can also notify the Police of any suspicious items or persons by calling ‘999′.

In view of the security checks, ticket holders are advised to arrive early for the Parade. Ticket holders are also encouraged to travel light and avoid bringing bulky bags to speed up the security checks.

Appeal for Information – Unlicensed Moneylending and Harassment

Police are looking for the three men shown in the following pictures to assist with investigations into three separate cases of unlicensed moneylending and harassment.

In the first case, Police are looking for a man, of dark complexion, believed to be in his 30s, of slim build and with short curly hair, to assist with investigations into a case of loanshark harassment reported at Canberra Road in October 2009. He was last seen wearing a red long-sleeved T-shirt with black collar and a print on the left chest, dark-coloured pants and was also carrying a sling bag.

In the second case, Police are looking for a man, of dark complexion, believed to be between 20 to 30 years old, of stout build and shaven head, to assist with investigations into a case of loanshark harassment reported at Ang Mo Kio Ave 10 in December 2009. He was last seen wearing a light-coloured short-sleeved T-shirt with dark-coloured horizontal stripes, and dark-coloured pants.

In the third case, Police are looking for a man, of dark complexion, believed to be in his 30s, of plump build, with short-cropped hair and sporting a moustache, to assist with investigations into a case of loanshark harassment reported at Ang Mo Kio Ave 10 in December 2009. He was last seen wearing a short-sleeved round neck T-shirt with light-coloured top half and a darker-coloured lower half. He was also last seen wearing dark-coloured pants and was carrying a haversack.

Anyone with information on the said persons is requested to call the Police Hotline at 1800-2550000. All information will be kept strictly confidential.

‘Hit-and-Run’ Drink Driver Arrested

Police arrested a 58-year-old man last night for suspected drink-driving and his involvement in a hit-and-run traffic accident.

On 11 February 2010 at about 10.20 pm, the man was driving along Jalan Besar towards Bencoolen Street when he collided into a 75-year-old male cyclist. Instead of stopping, the man continued to drive off, and subsequently collided into a stationary car parked along Kelantan Lane. The cyclist sustained abrasions on his limbs and was conveyed to Tan Tock Seng Hospital for treatment.

Police arrested the man after he failed the breathalyzer test administered. A subsequent Breath Evidential Analyser test showed that his breath contained 76 microgrammes of alcohol per 100 millilitres, significantly exceeding the legally prescribed limit of 35 microgrammes per 100 millilitres of breath.

Traffic Police would like to remind all motorists that drink driving is a very serious offence and the penalties are severe. Drink drivers, upon conviction, will be disqualified from driving for at least 12 months, which would, in effect, invalidate their driving licence. In addition, first-time offenders can be fined between $1,000 and $5,000 or jailed up to six months, while repeat offenders may be punished with a maximum fine of $30,000 and a mandatory jail term of up to three years.

Traffic Police would also like to remind motorists who are involved in accidents where any party is injured that they should never leave the accident scene. Motorists must stop and render necessary assistance such as calling for an ambulance to attend to the injured party. Failure to do so is an offence under Sec 84 of the Road Traffic Act, Chapter 276 and if convicted, the offender is liable to a fine not exceeding $3,000 or to imprisonment for a term not exceeding 12 months and in the case of a second or subsequent conviction, to a fine not exceeding $5,000 or to imprisonment for a term not exceeding two years.

Acting Commander of Traffic Police, Superintendent of Police Poh Lye Hin advises all motorists not to drink and drive during this festive period. He added, “Be driven home if you have taken alcoholic beverages. Make it home safely.”

Elusive Snatch Thief Arrested

Police arrested a 23 year-old man earlier this afternoon who is believed to be responsible for two cases of snatch theft reported in the Tanglin Halt and Holland Avenue housing estates.

On 14 January 2010 at about 1.00 am , while a 32 year-old woman was walking at the void deck of Blk 9 Holland Avenue, an unknown male suspect approached her from behind and grabbed her handbag. He then fled towards Holland Close. A similar case involving another 47 year-old female victim had been reported at Tanglin Halt housing estate about a week earlier. Investigations indicated that the suspect was likely to be the same person as the descriptions provided by the victims were similar.

Since the first case was reported, officers from Clementi Police Division had been conducting extensive investigations and enquiries in an attempt to identify and apprehend the elusive suspect. Ambushes were also conducted at the various housing estates and other locations. The officers’ efforts finally paid off today when they spotted the suspect along Lorong 10 Geylang Road at about 2.00 pm . Upon a check, a pass belonging to the 32 year-old victim and an EZ-link card was found in the suspect’s possession. The suspect was immediately placed under arrest.

The suspect will be charged in Court on 29 January 2009 for the offence of Snatch Theft under Section 356 of the Penal Code, Chapter 224. If convicted, he can be sentenced to a maximum imprisonment term of 7 years and shall also be liable to caning.

Commander of Clementi Police Division, Deputy Assistant Commissioner of Police Ng Yeow Boon, commended his officers for their good investigative work which resulted in the arrest of the suspect.
